Valley Cottage Man Killed in Bridge Shooting; Haverstraw Man Charged

October 21, 2026  •  By Kim Anderson

Fort Lee, NY – A 46-year-old Rockland County man was fatally shot Tuesday evening, October 20, 2026, while driving across the George Washington Bridge in what investigators believe may have been a road rage incident. A retired New York City Police Department detective from Haverstraw was arrested the following day and charged with murder in connection with the shooting.

The victim, identified as Koran Irvine of Valley Cottage, was a longtime Con Edison employee, husband, and father of two.

Police have identified a primary suspect as Victor Romero, 62, a Haverstraw resident who retired from the NYPD approximately 25 years ago.

According to investigators, the shooting occurred shortly after 7 p.m. Tuesday on the westbound upper level of the George Washington Bridge, which connects Manhattan to Fort Lee, New Jersey.

Police initially responded to reports of a single-vehicle accident involving a Volkswagen that had struck the bridge’s center median. When officers arrived, they discovered Irvine unconscious and unresponsive behind the wheel, suffering from a gunshot wound to the rear of his right shoulder.

Emergency medical personnel transported Irvine to Englewood Hospital in New Jersey, where he was pronounced dead.

Investigators believe the shooting may have followed a near-collision between two vehicles approaching the bridge.

Surveillance Camera Footage

According to reports from NBC New York and ABC7, surveillance footage captured Irvine’s blue Volkswagen Golf swerving toward another vehicle near the West 179th Street entrance ramp in Washington Heights.

Authorities believe the second vehicle subsequently accelerated alongside Irvine’s car, at which point someone fired a single gunshot through the Volkswagen’s rear passenger-side window. The bullet struck Irvine in the shoulder, reportedly traveling through his upper body.

Following the shooting, Irvine’s vehicle continued forward before striking the median and coming to a stop. The other driver reportedly continued westbound toward New Jersey.

Investigators reviewed bridge surveillance recordings and traffic-camera footage to identify the second vehicle and determine what occurred in the moments leading up to the shooting.

Authorities subsequently focused their investigation on a black Range Rover reportedly operated by Romero.

ABC7 reported that Romero had been working for a private company transporting executives and was believed to have been driving the company’s vehicle home after dropping off a passenger in Manhattan.

Detectives located the vehicle outside Romero’s Haverstraw residence. According to ABC7, investigators contacted Romero Wednesday morning and requested that he come to the NYPD’s 33rd Precinct for questioning. He complied and was subsequently arrested.

Police confirmed that Romero was charged with murder. Investigators recovered a firearm and took custody of the suspected vehicle for forensic examination. Authorities were also pursuing a search warrant for Romero’s residence.

Romero joined the NYPD in February 1994 and previously served as a detective assigned to Narcotics Borough Brooklyn North. He retired in 2001, following an incident in June 2000 in which he was shot while off duty during an attempted robbery at his family’s laundromat in Brooklyn.

As of Wednesday evening, authorities had not released complete details of the evidence supporting the murder charge. Information about Romero’s legal representation was also unavailable. The charge remains an allegation, and Romero is presumed innocent unless proven guilty.

The shooting resulted in extensive traffic disruptions on one of the nation’s busiest bridges. Authorities closed portions of the upper level for several hours while investigators examined the scene, collected evidence, and reviewed surveillance recordings. All lanes reopened before Wednesday morning’s commute.

Family and Friends Mourn Koran Irvine

Meanwhile, family members, friends, neighbors, and colleagues are mourning Irvine’s death.

Irvine had worked for Con Edison for approximately 20 years, recently celebrating his employment anniversary in September. He lived in Valley Cottage with his wife and their two children.

In a statement, Con Edison said it was heartbroken by the loss of a member of its workforce, describing the shooting as a senseless act of violence and extending condolences to Irvine’s family, friends, and colleagues.

Neighbors described Irvine as a friendly and generous man who regularly helped others in his community.

Hope Dorcelly, a neighbor interviewed by local television stations, recalled that Irvine welcomed her family to the neighborhood by bringing them fresh eggs from chickens he kept on his property.

She described him as a kind person and expressed shock and sadness over his death.

A GoFundMe fundraising page established in Irvine’s memory described him as a devoted family man with an enthusiasm for life and a strong commitment to supporting his wife and children. The tribute also emphasized his ability to bring happiness to those around him.

Irvine’s death has left his family and the Valley Cottage community mourning the sudden loss of a longtime resident and utility worker.

The investigation remains ongoing. Authorities have characterized the incident as an apparent road rage shooting, although the precise circumstances and motive have not been established through court proceedings.
