STONY POINT, NY – If you’ve driven, biked or walked 9W lately, you probably have noticed some new construction happening on the state highway.
The Champlain Hudson Power Express pipeline construction has officially begun. Over the next several months, Rockland News will be aiming to provide timely traffic reports and construction updates to you, so that you can make informed choices on where to travel, in order to minimize disruption to your busy schedule.

For residents of the Towns of Stony Point, Haverstraw and Clarkstown – and the Villages of West Haverstraw and Haverstraw.
Champlain Hudson Power Line Report: August 2024
To minimize traffic disruptions, initial efforts are focused on areas outside of the Route 9W roadway or right-of-way. As the project advances, the number of off-roadway construction sites will increase.
Currently, there is only one active CHPE construction site within the roadway, located on the east side of Route 9W in Haverstraw.
The CHPE land team has secured easements with all private property owners where current work is taking place. Additionally, new traffic cameras are being installed at signalized intersections along Route 9W. These installations comply with New York State Department of Transportation requirements and aim to enhance public safety and traffic flow.
Town of Stony Point
- Watch for slow-moving construction equipment entering and leaving the roadway, reduced speeds, and flagmen.
- Motorists should use the new temporary entrance on Hoke Drive to access Colonial Plaza.
- No traffic lane restrictions are expected.
Installing traffic signal cameras on Route 9W at the following intersections. This work will occur at night:
- Railroad Avenue CR 94 to Filors Lane CR 98
- Filors Lane CR 98 to Central Drive CR 106
- Central Drive CR 106 to Main Street CR 108
- Main Street CR 108 to Park Road
- Park Road to Park Road at Battlefield Road
Work at Colonial Plaza property, 146 South Liberty Drive in Stony Point:
- Performing vault work at Patriot Square Shopping Center located at 22 South Liberty Drive in Stony Point.
- Constructing a temporary access road to the front of the Helen Hayes Rehabilitation facility in preparation for later cable trenching. This will involve tree clearing and creating an access road entrance at the Mobil Station located at 163 South Liberty Drive. Customer access to the Mobil Station will not be impacted.
- A detour on Park Road will start next week. The southern portion of Park Road will be closed to all but local traffic. Detour signs for Park visitors will be posted, and full access will be available on North Park Road. Door-to-door traffic information will be provided in the neighborhoods around Park Road.
Town of Haverstraw
Installing traffic signal cameras on Route 9W at the following intersections. This work will occur at night:
- NY Route 304 to Short Clove Road CR 90
- Short Clove Road CR 90 to Westside Avenue

- NY Route 304 to Short Clove Road CR 90
- Short Clove Road CR 90 to Westside Avenue
Looking ahead:
CHPE will continue trenching and installing conduit in Haverstraw. Horizontal directional drill work will begin in early August on Battlefield Road. There will be a detour on Park Rd associated with this work and the CHPE team will work with neighbors to ensure full access to their properties.
Town of Clarkstown
What to watch for:
- Watch for slow-moving construction equipment leaving and entering the roadway, reduced speeds, and flagmen.
- No traffic lane restrictions.
Other details:
- Created an access road at the junction of 303 and 9W
- Performing tree clearing and other pre-construction work at 259 Rt 9W
- Performing HDD work (horizontal directional drill) at 152 Route 9W
- Installing traffic signal cameras on 9W at the following intersections. This work will occur at night.
- Start: 3.800 ft North of Lake Road & End: NY Route 303
- Start: NY Route 303 & End: NY Route 304
