NEW CITY, N.Y. — Rockland County Executive Ed Day has appointed longtime public servant and attorney Patrick A. Frawley as the new commissioner of the county Department of Social Services, placing a veteran law enforcement and legal professional at the helm of one of the county’s largest human services agencies.
The appointment was unanimously confirmed by the Rockland County Legislature on June 16. Frawley will assume the position on June 30 and will earn an annual salary of $224,680.
Frawley succeeds Joan Silvestri, who is retiring after leading the department since 2017.
In announcing the appointment, Day cited Frawley’s extensive experience in public service and leadership roles across law enforcement and the legal system.
“Patrick Frawley has dedicated his career to serving the people of Rockland County, and I am confident that his deep understanding of our community, extensive legal expertise, and proven leadership experience make him exceptionally qualified to lead the Department of Social Services,” Day said in a statement.
Frawley joins the department after serving six years as chief assistant district attorney in the Rockland County District Attorney’s Office. In that role, he supervised more than 90 assistant district attorneys, criminal investigators and professional staff while helping oversee operations across multiple divisions.
County officials said his work focused on strengthening office procedures, improving collaboration with law enforcement agencies and community organizations, and ensuring the fair administration of justice.
Prior to joining the district attorney’s office, Frawley spent six years in private legal practice. He also built a career in law enforcement as a detective with the Orangetown Police Department, where he served as both a community police officer and school resource officer.
His public service has earned him several honors, including a Citizen of the Year award presented by former New York State Assemblyman Michael Lawler and a Distinguished Service Award from the Rockland County Legislature.
The leadership transition comes as the Department of Social Services continues to administer a wide range of programs supporting children, families, seniors and vulnerable residents throughout Rockland County.
Day said Frawley’s commitment to integrity, fairness and public service will serve the department well as it continues its mission of assisting residents in need.
“His longstanding commitment to fairness, integrity and public service has defined his career,” Day said, “and I have no doubt he will bring that same compassion, dedication and determination to supporting the individuals and families who rely on these vital services.”
