Haverstraw, NY – The race for New York’s 17th Congressional District is drawing national attention as Republican U.S. Rep. Mike Lawler and Democratic challenger Cait Conley compete for voters in one of the country’s closely watched congressional contests. The district includes all of Rockland and Putnam counties, along with portions of Westchester and Dutchess counties.
Lawler, who is seeking a third term in Congress, has sought to present himself as a moderate Republican capable of representing a politically divided district. Conley, an Army veteran and former national security official, has similarly emphasized moderate positions as she attempts to unseat the incumbent and help Democrats gain control of the House of Representatives.
The November contest is expected to focus heavily on independent and moderate voters. Lawler has argued that his willingness to disagree with members of his own party, including President Donald Trump, demonstrates his independence. At the same time, he has criticized Democratic leadership in New York over issues including the cost of living, public safety and state government policies.
Conley has attempted to establish a similar appeal to voters in the political center. She has distanced herself from some positions associated with the Democratic Party’s progressive wing, including calls to defund police departments. Her campaign has focused on economic concerns, government accountability and her military and national security experience.
The political makeup of NY-17 helps explain the national interest in the race. Lawler first won a seat in Congress in 2022, defeating Democratic Rep. Sean Patrick Maloney in a close election. He won reelection in 2024 against former Democratic Rep. Mondaire Jones. Lawler received approximately 52 percent of the vote in that contest, even as Democratic presidential nominee Kamala Harris narrowly carried the congressional district over Trump.
Conley secured the Democratic nomination in the June 23 primary after competing against a field that included Rockland County Legislator Beth Davidson, Effie Phillips-Staley, John Cappello and Michael Sacks. New York State Board of Elections records confirm the five candidates competed for the Democratic nomination, while Lawler was uncontested for the Republican nomination.
The general election will also include Phillips-Staley on the Working Families Party line.
Rockland County is expected to play an important role in the November election. The county contains communities with significantly different voting patterns and political priorities, giving both campaigns incentives to compete for support rather than treating Rockland as reliably belonging to either party.
Lawler and Conley have also disagreed over the number and timing of debates before Election Day. Lawler challenged Conley to participate in six televised debates following the Democratic primary. His campaign later announced that he had accepted invitations from CNN, NBC, News 12 and PIX11. Conley agreed to participate in debates later in the campaign but declined the proposed CNN and NBC dates, according to statements from the Lawler campaign.
Both campaigns are expected to receive significant attention from national political organizations as Republicans seek to defend their House majority and Democrats target competitive districts in an effort to regain control of the chamber. NY-17 is particularly notable because it is one of a small number of Republican-held congressional districts that supported Harris in the 2024 presidential election.
For Rockland County voters, the race will offer competing arguments from two candidates who are each attempting to claim the political center. Lawler is asking voters to return him to Washington based on his record in Congress and his argument that he has maintained independence from his party when necessary. Conley is asking voters to make a change, emphasizing her military and national security background while arguing that the district would be better represented by a Democrat.
The general election is scheduled for Tuesday, November 3. With control of the House potentially resting on a relatively small number of competitive districts, the NY-17 contest is expected to remain under close local and national scrutiny through Election Day.
