New City, NY – A Spring Valley man has been sentenced to nine years in state prison following his conviction on felony weapons charges stemming from a 2024 traffic stop in the Town of Ramapo, according to the Rockland County District Attorney’s Office.
Keimoni Spinks, 27, was sentenced Wednesday, Aug. 12, in Rockland County Court before Judge Kevin F. Russo. Spinks had been convicted on Jan. 20, 2026, of second-degree criminal possession of a weapon and third-degree criminal possession of a weapon following a five-day bench trial.
Russo sentenced Spinks to nine years in state prison on the second-degree weapons charge, followed by five years of post-release supervision. He also received a sentence of 3½ to seven years on the third-degree weapons charge. The two prison sentences will run concurrently, meaning they will be served at the same time.
The charges originated from a traffic stop on July 29, 2024.
According to the District Attorney’s Office, a Ramapo police officer stopped a vehicle at approximately 11:45 a.m. because its windows were excessively tinted. Spinks was sitting in the front passenger seat of the vehicle.
Prosecutors said Spinks fled on foot after the vehicle was stopped, while the driver remained at the scene. Police subsequently searched the vehicle and recovered a 9mm semi-automatic pistol from a bag on the floor of the front passenger area.
The firearm was loaded with seven rounds of ammunition, including one round in the chamber, according to prosecutors.
Authorities said surveillance video captured Spinks fleeing from the vehicle. A Spring Valley police officer later identified him.
At the time of the incident, Spinks was on parole following an earlier felony weapons conviction in Orange County. According to the District Attorney’s Office, Spinks was convicted of second-degree criminal possession of a weapon in that case and received a six-year state prison sentence on June 14, 2018.
He was released to parole on May 28, 2024, approximately two months before the Ramapo traffic stop that resulted in the new weapons case.
Following the 2024 incident, authorities located Spinks at a hotel in Spring Valley and took him into custody. Prosecutors said evidence presented in the case later established that Spinks’ DNA was found on the bag containing the firearm.
The case ultimately proceeded to a bench trial, meaning the evidence was heard and the verdict was decided by a judge rather than a jury. After five days of proceedings, Russo found Spinks guilty of both felony weapons charges in January.
Rockland County District Attorney Thomas E. Walsh II said following the sentencing that his office remains focused on prosecuting illegal firearm possession, particularly cases involving repeat offenders.
Walsh said Spinks had been on parole for a previous felony gun conviction when he committed the new weapons offense. He also thanked the law enforcement officers and prosecutors involved in the investigation and prosecution.
The Rockland County District Attorney’s Office prosecutes felony and misdemeanor criminal cases occurring within the county. Walsh currently serves as Rockland County district attorney, while Russo is one of the judges serving in Rockland County Court.
