New City, NY – Rockland County Sheriff Louis Falco III announced Wednesday, November 4, the arrest of Aidan Rowan, 25, of Stony Point, following an investigation into allegations of ballot fraud connected to the June 23, 2026, Stony Point Republican County Committee primary election.
Rowan, who was a candidate in that primary and is a member of the Stony Point Republican County Committee, faces 12 felony charges related to alleged election-related misconduct.
According to a media release issued by the Rockland County Sheriff’s Office, the investigation began after the Republican and Democratic election commissioners of the Rockland County Board of Elections provided information concerning possible ballot fraud during the June primary.
The Sheriff’s Office stated that investigators immediately began an independent investigation into the allegations.
Authorities said the investigation established probable cause to charge Rowan with several offenses involving allegedly forged documents, public records and statements submitted in connection with the election.
The charges announced by the Sheriff’s Office include:
- Forgery in the second degree, a Class D felony.
- Criminal possession of a forged instrument in the second degree, four counts, each a Class D felony.
- Tampering with public records in the third degree, a Class D felony.
- Offering a false instrument for filing in the first degree, four counts, each a Class E felony.
- Making an apparently sworn false statement in the first degree, two counts, each a Class E felony.
In total, Rowan faces six Class D felony counts and six Class E felony counts.
According to the Sheriff’s Office, investigators initially attempted to locate Rowan but were unsuccessful. As a result, an arrest warrant was issued by the Town of Clarkstown Court on October 23, 2026.
Rowan surrendered himself to the Rockland County Sheriff’s Office on November 4 in connection with the outstanding warrant.
Following his surrender, Rowan was processed and arraigned in the Town of Clarkstown Justice Court. He was subsequently released on his own recognizance, meaning he was permitted to remain out of custody without posting bail while awaiting further court proceedings.
A future court appearance is anticipated, although the Sheriff’s Office did not provide a specific date in its announcement.
Investigation Finds No Evidence Implicating Others
One of the findings emphasized in the Sheriff’s Office announcement was that investigators found insufficient evidence to pursue charges against any other individual.
The Sheriff’s Office also stated that its investigation found no evidence that any candidate, political campaign or elected official directed or participated in the alleged conduct.
According to the department, the investigation was conducted independently following the information provided by both election commissioners.
The allegations concern the June 23 Republican County Committee primary election, rather than the November 3 general election held Tuesday.
The Sheriff’s Office did not specify in its November 4 release how many ballots may have been affected, the precise nature of the alleged falsifications or whether any election results were affected.
The charges represent accusations brought by law enforcement and do not constitute a finding of guilt.
Rowan is presumed innocent unless and until proven guilty in a court of law. He is entitled to challenge the allegations and evidence through the judicial process.
The case remains pending before the courts.
