The Low Income Household Water Assistance Program (LIHWAP)
LIHWAP is a federally-funded program administered by New York State that helps low income households pay the cost of water and sewer services. The program can assist households who have past due bills for water and sewer services and can help prevent water and sewer services from being shut off.
How does it work?
Eligible customers may apply for up to $2,500 per water and sewer provider, or $5,000 if water and sewer services are combined. Funds are paid directly to the household’s water and/or sewer provider(s).
Eligibility is based on
- Income
- Household size
- Citizenship/Immigration Status
- Amount owed
Primary applicants must provide
- Proof of identity
- Proof of residence
- Documentation of earned and unearned income
- A water, sewer, or combined water and sewer bill listing their permanent and primary residence

Veolia Cares
Veolia also offers a program that helps eligible customers reduce their water bills by up to $150 per year. To learn more about Veolia Cares, please visit veolia.cares.org.
Can I apply for both programs?
Yes, households may be eligible for both LIHWAP and Veolia Cares. We encourage customers who may need help with their bills to apply for both programs.
