Regional Highlights
The Mid-Hudson Regional Economic Development Council held a hybrid public meeting at SUNY Orange, Newburgh Campus on Friday, October 14, 2022.
Lt. Governor Antonio Delgado was present for the Executive Session along with Co-Chairs Dr. Kristine Young and Dr. Marsha Gordon.
Updates were given on the Consolidated Funding Application Rounds 11 and 12, as well as the Downtown Revitalization Initiative, NY Forward and Restore NY.

Ribbon Cutting Event
Empire State Development, in partnership with SeeQC Inc., held a ribbon cutting ceremony on Wednesday, October 26th marking the completion of SeeQC Inc.’s combined 12,000 square foot, newly renovated, multilayer, superconductive chip foundry and testing center in Elmsford, Westchester County. |
SeeQC Inc.’s state-of-the-art facility will significantly expand its capacity to fabricate the world’s most complex superconductor electronics to support quantum computing, AI, sensor and detector, and Microelectromechanical systems (MEMS), research and development industries.

The FY 2023 state budget established a new Office of Strategic Workforce Development (OSWD) within Empire State Development (ESD) representing a shift in workforce development policy.

New York State Small Business Seed Funding Grant Program
The New York State Seed Funding Grant Program was created to provide assistance to early-stage small businesses to succeed in a recovering New York State economy. Grant awards will be calculated based upon the annual amount of gross receipts as shown on their provided 2020 or 2021 business tax return.
- Businesses with $5,000 and up to $49,999.99 in gross receipts: Award is $5,000/business.
- Businesses with $50,000 – $99,999.99 in gross receipts: Award is $10,000/business.
- Businesses with $100,000 – $1,000,000 in gross receipts: Award is 10% of gross receipts with a maximum grant amount of $25,000/business.

New York’s FAST NY Shovel-Ready Grant Program
Empire State Development will provide up to $200 million in grants to prepare and develop sites statewide to jumpstart New York’s shovel-readiness and increase its attractiveness to large employers, including high-tech and semiconductor projects and other manufacturing, warehousing, distribution and logistics businesses.

Innovation – Succeed in Climate Tech with NYSERDA
Governor Kathy Hochul today announced that $18.1 million is now available through the Natural Carbon Solutions Innovation Challenge for the development of innovative nature-based solutions that lower emissions and sequester carbon through novel products and services. Applications accepted through November 29,2022.

Survey
The Hudson Valley Regional Council (HVRC) is a regional planning and technical assistance organization that has been funded by the US Department of Commerce Economic Development Administration to explore the impact of the COVID-19 pandemic in the Mid-Hudson Region as well as help identify best practices that can be employed for increased economic resilience.
Please considering completing HVRC’s survey as the recommendations from this project will be instrumental in helping our region become more resilience against economic disasters.
The survey is about 30 questions long and will close on November 4th.
