
Rockland County, NY — Joe Rand, current Mayor of the Village of Nyack and longtime local business leader, has officially launched his campaign for the Democratic nomination in New York State Senate District 38, which includes most of Rockland County.
Rand announced his candidacy today highlighting his background in both the private and public sectors. Before entering local government, Rand spent two decades helping grow Rand Realty into one of Rockland’s largest employers. He has served in Nyack’s government for the past five years, including the last two as mayor.
In his campaign announcement, Rand said he hopes to bring that experience to the wider district — home to roughly 300,000 residents — with a focus on affordability, infrastructure, and community development.
Key Issues for the Campaign
Rand says his top priorities include:
- Addressing affordability challenges, especially rising costs related to utilities, health care, and housing
- Bringing additional state funding to Rockland County to improve infrastructure, traffic safety, community services, and support for local nonprofits
- Promoting a positive regional identity, emphasizing quality of life while working to strengthen local communities
Rand emphasized his interest in bipartisan cooperation, noting his record of working with both Democrats and Republicans in Nyack and throughout the county. He described himself as a “problem solver” focused on practical solutions rather than ideology.
A Bid Framed by Local Experience
Rand says his mix of private-sector management experience and municipal leadership positions him to advocate effectively for District 38 in Albany. His campaign website, joerand.com, is now active and includes additional information about his platform as well as a fundraising portal.
The race for the Democratic nomination is expected to draw significant attention as the district — which covers nearly all of Rockland County — heads into the 2026 election cycle.
Rand says he is hopeful voters will respond to what he calls a “positive, collaborative approach” to governance: “I’ve always believed in working with anyone, regardless of party, who is acting in good faith to improve the lives of our residents,” he said.
The Democratic primary for State Senate District 38 will take place next year.
