Albany, NY – New York State Senator Pete Harckham celebrated the passage of two pivotal stormwater-related bills in the State Senate, both unanimously approved. These legislative strides mark a significant effort to bolster transparency regarding the state’s storm response expenditures and to address potential flooding risks arising from construction projects. The bills are part of a comprehensive legislative package aimed at aiding New Yorkers in storm recovery efforts.
Senator Harckham emphasized the urgency of addressing storm-related challenges, particularly in light of climate change-induced superstorms. “Residents and business owners have pressing questions about property damage, avenues for assistance, and recovery efforts,” noted Harckham. “Providing greater awareness and more information on these subjects will greatly assist our communities going forward.”
The first bill (S.8170) mandates the submission of an annual agency stormwater expenditure report by the state’s Department of Environmental Conservation, in consultation with the Environmental Facilities Corporation and Department of State. This measure aims to provide clarity and insight into the state’s investment in flooding mitigation efforts, facilitating strategic planning and prioritization of critical infrastructure projects.
The second bill (S.8171) seeks to enhance awareness in municipalities where construction activities may exacerbate flooding risks. By requiring permit applicants to notify counties whose watersheds may be affected by construction-related flooding, this legislation aims to foster proactive engagement and public awareness.
Additionally, Senator Harckham’s bill (S.5620A) to designate Doodletown Brook, located in Rockland County, as a major inland waterway eligible for the state’s local waterfront revitalization program was also passed. This designation is expected to safeguard the brook’s water quality and natural surroundings, offering communities along its banks access to vital funding for preservation efforts.
