ROCKLAND COUNTY, NY — Construction of the Champlain Hudson Power Express (CHPE), a renewable energy infrastructure project from Canada to New York City, continues across Rockland County with significant underground installation and utility upgrades scheduled through summer 2025. The project is reportedly aimed to bring clean hydropower from Canada to New York City via a 339-mile fully buried transmission line.
Night and Day Construction Across the County
In an effort to reduce traffic disruptions, much of CHPE’s work is being completed overnight, from 7:00 p.m. to 5:00 a.m., Monday through Friday.
However, some activities, such as trenching along redesigned routes, are scheduled during the day due to technical constraints.
Current Activities by Location
Stony Point

- Duct bank installation, involving pavement removal, trenching, cable placement, and temporary repaving, continues northward from Chase Bank toward the Hudson River.
- A previously unmarked aquifer in Park Road prompted a redesign from directional drilling to trenching, causing detours and daytime construction expected to last six weeks.
- Starting June 16, installation of transmission cables under Farley Bridge will close the northbound lane of Route 9W. Detours via Lowland Hill and East Main Street will be implemented.
West Haverstraw

- Excavation continues at key utility vaults in front of Helen Hayes Hospital and in the Wendy’s parking lot, expected to finish in July.
- A five-night overnight closure of 9W access to Kennedy Drive begins June 16.
Village of Haverstraw

- Ongoing excavation near Titan Gym and nighttime work along Route 9W will extend through summer.
Clarkstown

- Drilling for horizontal directional boring under Rockland State Park is complete.
- Duct installation between Access Storage and Route 303 is set to finish by mid-June, continuing toward Route 304 afterward.
Gas Line Upgrades
CHPE and Orange & Rockland are collaborating on a gas-line replacement project, upgrading service lines for both homes and businesses. Notifications will be sent to affected customers. Work begins in Congers on June 16, reaching Stony Point by June 30 and Westside Avenue by late July. This portion will continue through November 1, with temporary single-lane closures anticipated.
Future Benefits and Community Impact
Upon completion, Route 9W will be fully repaved from curb to curb. The project promises long-term economic benefits, including:
- $300 million in tax revenue over 30 years to local municipalities
- $31 million in community benefit funding, including $9 million for new Route 9W streetscape designs
- 1,400 construction jobs and a $40 million Green Economy Fund for job training in underserved communities
