
The following is a comprehensive update from the Champlain Hudson Power Express line, which is in the process of installing a 339-mile clean energy pipeline from Canada to New York City, including through several Rockland Towns: Clarkstown, Haverstraw, Orangeburg and Stony Point.
Thank you for your patience as work on the Champlain Hudson Power Express (CHPE) in Rockland County continues. The following is an updated work schedule of project activities as of July 2025. It is important to note that changes to the schedule may occur at any time due to weather conditions or other external factors. We thank you for your patience and understanding as we work to complete the project in a safe and timely manner. In addition to the project schedule, this newsletter has information on restoration efforts and the benefits that will be delivered to Rockland County. And to those that live along the route, if CHPE work is blocking access to your home or street, let workers onsite know and they will plate the road to ensure you have access to your home. |
July 2025 Construction Updates: Town of Stony Point CHPE duct bank installation continues going north on Route 9W from Chase Bank to Park Road. Duct bank installation involves lifting the top layer of pavement from the roadway, digging a trench, installing duct bank and conduit, and then restoring the roadway with pavement. This work is being done at night from 7:00 PM to 5:00 AM and will continue throughout the summer and into the early autumn. There is also CHPE duct bank work off of the road that occurs between 9 AM and 4 PM. In the Park Road area, a redesign of the project between Georgian Drive and Battlefield Road has led to a shift from horizontal directional drilling (HDD) to a trench design. This will result in traffic pattern changes and intermittent detours on Park Road, but residents and visitors will have access to homes and driveways. We ask everyone to please obey traffic signs. The CHPE team is working closely with the Battlefield Park team to ensure minimal disruptions to the busy summer schedule. This work will start in late July, take place primarily during the day, and last for about six weeks.Work continues installing the cable on the underside of the Farley Bridge.The full lane closure and detour of the northbound lane across the bridge will remain until the work is completed. Northbound traffic is detoured onto Lowland Hill Road and a second detour option provides a local traffic alternative down East Main, onto Beach Road and then onto East Railroad Ave in West Haverstraw. The southbound traffic lane on 9W remains open with flaggers in place to ensure safe passage of traffic. The Village of West Haverstraw Excavation work has concluded at the vault in front of the Helen Hayes Hospital. Restoration work will continue into August.Conduit installation continues in the Wendy’s parking lot and is scheduled for completion in August. Village of Haverstraw Restoration work is beginning in front of the Titan Gym. Duct bank installation continues at night from 7:00 PM to 5:00 AM on 9W and work will continue throughout the summer. Town of Clarkstown Drilling under Rockland State Park for the project to transition back into the Hudson River is complete at Congers Collison. Duct bank installation is ongoing at night from 7:00 PM to 5:00 AM from Route 303 to Route 304. Work will last throughout the summer. Orange and Rockland Gas Line Upgrades Orange and Rockland and CHPE began gas line replacement work along the route. Service upgrades will happen at both business and residential locations. Impacted customers will receive notices from Orange and Rockland about this service work if their property is scheduled for an upgrade. This work also includes a gas main upgrade.Gas line upgrade work is being done during daytime hours and requires single lane road closures. Work will continue throughout the year.For the remainder of the summer, the majority of the work will be north of the Farley Bridge in Stony Point and south of the Route 303 and 9W intersection in Congers. Please be on the lookout for any notifications from Orange and Rockland. |

Rockland County Benefits and Restoration |
A common question we hear is: What does this project mean for Rockland County? The CHPE will deliver significant, long-term benefits to the county. Beyond the creation of construction jobs and the boost to local businesses during the construction phase, the project is expected to generate over $330 million in economic benefits for Rockland County over its first 30 years of operation. This includes a new $31 million Rockland County Community Benefit Fund that will be used for capital improvements in the host community towns of Stony Point, Haverstraw and Clarkstown, and the villages of West Haverstraw and Haverstraw. $22 million will be used for new capital projects selected by the municipalities, along with an estimated $9 million for new road improvements along the Route 9W corridor. The road improvements include a new streetscape design along 9W and, once the project is complete, repaving 9W curb to curb along the entire CHPE route. The Rockland Community Benefit Fund was established prior to the start of the CHPE’s construction, via a Memorandum of Understanding, with Rockland County communities. CHPE and the elected officials of Rockland County worked together to come to an agreement on establishing this fund that will benefit Rockland Community residents for years to come. In addition to this fund, once the CHPE is in operation, nearly $300 million will be paid in taxes to local governments and school districts along the route in Rockland County over the first 30 years of the project’s operation. Finally, CHPE is dedicated to being a good corporate citizen, and since construction started, CHPE has provided more than $150,000 to local community organizations, funding a variety of endeavors that enrich Rockland County, such as the upcoming Rockland Music Fest, Sept 27 at Clover Stadium, with proceeds to be donated to Meals on Wheels Rockland, celebrating 50 years of service to Rockland’s seniors. The CHPE team understands there is a lot of work underway, and we truly do appreciate your patience and understanding. We are also proud to be able to deliver these benefits for years after construction is complete. |
Restoration Plans Once construction is complete, all work areas will be fully restored. The project’s permits with the State of New York require CHPE to fully restore all the areas we have disturbed as part of the project’s construction. In the northern portion of the route in Upstate New York, restoration has already started, and it will continue along the entire route once as soon as we reach completion in an area. Further, once construction is complete Route 9W be fully repaved curb to curb, and a new streetscape design will create a roadway that is better than it was before the project started. |
