New City, NY – The Rockland County District Attorney’s Office announced this week the conclusion of the ninth grand jury term of 2025, which began on August 22 and wrapped up September 17 with 14 indictments handed down.
District Attorney Thomas E. Walsh II said the results reflect his office’s continued commitment to pursuing justice swiftly and in accordance with state court guidelines.
The cases indicted during the term range from violent crimes and drug offenses to burglary, weapons possession, and child sexual abuse. Among the most serious indictments were charges of predatory sexual assault against a child, multiple counts of rape, and manslaughter in connection with an alleged drunk-driving crash.
Those indicted include:
- Joel Deutsch – Predatory sexual assault against a child; course of sexual conduct against a child; rape in the second degree.
- Jermaine Johnson – Multiple counts of robbery, assault, and grand larceny.
- Angel Mendoza-Raymundo – Manslaughter, vehicular manslaughter, leaving the scene of an accident, and driving while intoxicated.
- Isaias Garcia-Marcos – Two felony counts of driving while intoxicated.
- Victor Esteban – Criminal possession of a controlled substance.
- Adam J. Zyskind – Attempted assault, multiple assault charges, and weapons possession.
- Kilwan Garcia-Martinez – Burglary, petit larceny, and possession of stolen property.
- Michael Cahill – Assault, criminal mischief, weapons possession, theft of services, and obstruction of breathing.
- Tory Means – Criminal possession of a controlled substance.
- Halie Medina – Multiple counts of drug possession.
- Bryon Gutierrez-Rosil – Predatory sexual assault against a child, rape, sexual abuse, and child endangerment.
- Kevin Paati Wachapa – Predatory sexual assault against a child, rape, sexual abuse, and child endangerment.
- Rudy Alphonse – Multiple weapons charges and aggravated unlicensed operation of a motor vehicle.
- Peter B. Jennings Sr. – Burglary, petit larceny, and criminal mischief.
Walsh said that all defendants are presumed innocent until proven guilty in a court of law.
