
New City, NY (Feb. 18, 2026) โ The Rockland County Legislature recognized four community members with Distinguished Service Awards during its 2026 Black History Month observance.
Legislators Toney L. Earl, Dana G. Stilley, and Aney Paul presented the awards to Michelle Bullock, Anthony Burrows, Donnette Darling, and Cari Davis, citing their leadership and contributions to organizations and residents across Rockland County. The Distinguished Service Award is described by the Legislature as its highest honor.
According to officials, Michelle Bullock was recognized for her involvement in faith-based and civic activities. A member of St. Charles AME Zion Church, she serves in leadership roles within the congregation and has also held positions with the Village of Nyack Water Department, the Nyack Housing Authority, the Kiwanis Club of Spring Valley, the NAACP, the Rockland Negro Scholarship Fund, and the Order of the Eastern Star.
Anthony Burrows was honored for professional and community service efforts. A senior finance executive with more than three decades of experience, he founded the Tobu Wealth Literacy Camp focused on financial education. His community involvement includes mentoring programs, youth initiatives through Omega Psi Phi Fraternity, and nonprofit leadership roles, including work with the MLK Multi-Purpose Center.
Donnette Darling was recognized for work in education and youth development. An educator in the East Ramapo Central School District for more than 20 years, she has supported programs related to student leadership, STEM education, and career readiness. Her activities also include organizing workshops and forums addressing education, public safety, and civic engagement, along with faith-based service at Berea Nyack SDA Church.
Cari Davis received recognition for decades of volunteer and charitable work. A trustee and longtime member of First Baptist Church of Spring Valley, she has organized community assistance programs providing food, clothing, furniture, and transportation to residents in need. Officials also noted her involvement in food distribution and outreach during the COVID-19 pandemic, as well as ongoing community drives and service initiatives.
Legislators stated the awards aim to acknowledge individuals whose service and leadership have contributed to the wellbeing of communities throughout Rockland County.
