New City, NY – The Rockland County District Attorney’s Office announced the conclusion of the 10th Grand Jury Term of 2025, which convened on September 18 and wrapped up on October 15. Over the course of the term, the grand jury handed up 13 indictments, marking another milestone in the DA’s ongoing commitment to upholding justice swiftly and efficiently for the people of Rockland County.
District Attorney Thomas E. Walsh II commended the grand jury for its diligence, noting that the process followed the standards set by the Office of Court Administration to ensure fair and timely proceedings.
“The grand jury plays a crucial role in our justice system,” said Walsh. “Their work allows us to move forward with cases that hold individuals accountable while protecting the rights of all parties involved. Our office remains steadfast in its mission to seek justice and maintain the safety and integrity of Rockland County.”
The indictments from the term include a range of serious offenses, from violent crimes to fraud and property-related charges. The following individuals were indicted:
- Eduardo Hernandez – Kidnapping in the Second Degree; Criminal Possession of a Weapon in the Third Degree
- Edisson Peres-Banegas – Predatory Sexual Assault Against a Child; Rape in the First Degree; Sexual Abuse in the First Degree; Endangering the Welfare of a Child
- Shanice Ramsay – Assault in the First Degree; Criminal Possession of a Weapon in the Fourth Degree; Resisting Arrest
- Armel Johnson – Attempted Murder in the Second Degree as a Hate Crime; Assault in the Second Degree as a Hate Crime; Strangulation in the Second Degree as a Hate Crime; Criminal Possession of a Weapon in the Third Degree
- Doodly Metellus, Smay Dornaison, and Edwin Thezan – Criminal Possession of a Weapon in the Second Degree; Criminal Possession of a Weapon in the Third Degree (Thezan)
- Jose Pirir-Morales – Rape in the First Degree
- Jimmy Puliyannal – Driving While Intoxicated as a Felony; Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree; Circumvention of Interlock Device; multiple traffic violations including Improper Passing, U-Turn, and Signal, Passing Red Signal, and Unlicensed Operation
- Winston Toala – Attempted Grand Larceny in the Second Degree; Criminal Possession of a Forged Instrument in the Third Degree
- Alex Orbe Jaramillo – Robbery in the First Degree; Grand Larceny in the Fourth Degree; Criminal Possession of a Weapon in the Fourth Degree
- James Valentine – Predatory Sexual Assault Against a Child; Course of Sexual Conduct Against a Child in the First Degree
- Irson Valentin – Assault in the Second Degree; Resisting Arrest; Obstructing Governmental Administration in the Second Degree (Two Counts); Assault in the Third Degree; Endangering the Welfare of a Child (Two Counts)
- Brad Smith – Assault in the Second Degree (Two Counts); Burglary in the Third Degree
- Angelove Vasquez – Grand Larceny in the Fourth Degree (Three Counts); Criminal Possession of Stolen Property in the Fourth Degree (Three Counts); Petit Larceny; Criminal Possession of Stolen Property in the Fifth Degree; Resisting Arrest
Walsh said that each indictment represents an accusation—not a conviction. He said, “All defendants are presumed innocent until proven guilty in a court of law.
