Fresnel Paul,60 of Spring Valley, pleaded guilty to Course of Sexual Conduct Against a Child in the First Degree on December 3, 2024, before the Honorable Kevin J. Russo in Rockland County Court.
Beginning in 2018, the defendant repeatedly sexually abused, including engaging in sexual intercourse with, a female under the age of 13 in the Village of Spring Valley. Additionally, he sexually abused another female under the age of 11.
Rockland County District Attorney Thomas E. Walsh II said, “The actions of the defendant in this case are sickening. There is no sentence that can undo the damage and trauma that was caused to the victim by the defendant. My hope is that the defendant pleading guilty and taking responsibility for his horrific actions, facing a 20-year prison sentence and having to register as a sex offender, brings justice and some closure to the victims.”
The Spring Valley Police Department, with assistance from the Rockland County District Attorney’s Office Special Victims Unit, conducted this investigation.
The Rockland County District Attorney’s Office Special Victims unit is made up of attorneys and investigators with specialized knowledge and training necessary for overcoming the challenging dynamics associated with crimes such as these. The RCDAO SVU works
with local law enforcement, as well as victim advocates, Child Protective Services (CPS), and Office of the District Attorney, County of Rockland and other professionals employed in these specialized areas.
The goal of these collaborative relationships is to strengthen the prosecutions of the office and to provide t to victims, while also aiming to minimize further trauma.
Paul pleaded guilty right before pre-trial hearings began. The defendant faces a state prison sentence of 20 years, followed by post-release supervision for an additional five years. He will have to register as a sex offender.
Paul will be sentenced on March 5, 2025.
